Who We Are

The U.S. Immigration and Customs Enforcement (ICE) Office of Partnership and Engagement (OPE) coordinates the agency’s outreach efforts with critical stakeholders nationwide, including state, local, tribal, territorial (SLTT) governments, SLTT elected officials, SLTT law enforcement, the private sector, faith-based organizations and colleges and universities, ensuring a unified approach to external engagement. OPE advocates and represents interests of these stakeholders through the agency’s policy-making process and as a conduit for ICE leadership to engage with stakeholders or share information.

ICE is dedicated to providing open lines of communication for community stakeholders, individuals, or their representatives, regarding issues related to immigration enforcement and detention. In support of the agency’s mission, ICE components are committed to transparency, collaboration, and resolving concerns with our stakeholders through an orderly process that allows for resolution of case specific issues, application of policies and processes, and questions to be addressed and resolved by ICE staff at the local field level.

How to Contact Your Local Community Relations Officer

OPE supports the ICE mission and work by engaging with stakeholders at the local, state, and national levels with the goal of facilitating communication with ICE components, including Homeland Security Investigations (HSI), Enforcement and Removal Operations (ERO) and the Office of the Principal Legal Advisor (OPLA).

To facilitate this communication, the Office of Partnership and Engagement has a cadre of 25 community relations officers (CROs) in field offices across the United States and Puerto Rico. CROs are co-located throughout the country at either the HSI Special Agent in Charge or ERO Field Office Director offices; contact your local office here.

How to Contact Victims Engagement and Services Line (VESL)

The Victims Engagement and Services Line (VESL) was established on June 11, 2021, to provide information, support, and victim centered services to victims of crime regardless of citizenship or immigration status of the victim or the perpetrator. The VESL office is supported by trained victim liaisons, OPE community relations officers, the ERO Contact Center for Operations (ECCO) staff operators, and service lines. If you believe you are a victim of crime, you can contact the VESL toll-free hotline 1-833-383-1465 to request assistance and services. If you are identified as a crime victim, assistance provided may include referral to local and federal service and support resources, registration with the DHS/VINE, access to information related to visas and relief designated for victims of crime like U, T, or CP, or other forms of potential relief in applicable situations, and access to a myriad of victim information, services, and resources available through ICE and DHS components. VESL serves as a comprehensive and inclusive support system for all victims of crime regardless of citizenship or immigration status of the victim or the perpetrator.

VESL serves a streamlined and all-encompassing access point for all victims with several service options:

  • ICE ERO Detention Reporting and Information Line (DRIL): Provides individuals the ability to report incidents of sexual or physical assault, abuse or mistreatment in ICE detention. Stakeholders may reach the DRIL toll-free at 1-888-351-4024. Live, trained operators are available Monday through Friday (excluding holidays) from 8 a.m. to 8 p.m. (Eastern Time) to respond to inquiries from those in ICE detention and from community members. Language assistance, including Spanish operators, is also available. Further information on the DRIL is available online.
  • Victim Notification System (VNS): ICE and the U.S. Department of Justice, Federal Bureau of Prison’s longstanding VINE and VNS systems provide push notifications about a noncitizen’s or inmate’s custody status, case outcome and other basic information to victims, lawyers and others with a vested interest in the outcome of a case. VINE and VNS systems can be accessed online.
  • Victim Assistance Support: Provides general assistance and information for victims including assistance for victims of child exploitation, information regarding resources for victims of human trafficking, assistance with local resources and social service professionals, U- and T-visa information, and training and other services provided by ICE for law enforcement agencies and community organizations. How to Get Assistance for Groups

For inquiries or concerns involving a group of people (NOT individual cases), input about broad policy or operational issues, or request for engagement on a particular topic, please contact the ICE Office of Partnership and Engagement.

How to Request an ICE Speaker

ICE officials participate in a variety of speaking engagements, including large conferences, classroom presentations, community organization chats, and other events. If you would like to request ICE to participate in a speaking engagement, you must first fill out the DHS Speaker Request Form.

Please submit the speaker request form at least 30 days before the event. Due to the mission and workload of ICE, we will not be able to accept or support every request.

How to Update Your Address

To change your address with ICE, you may contact the ICE Victims Engagement and Services Line at 1-833-383-1465 or ice-gov.com/vesl to be connected with an operator for assistance. Please note, for cases already filed with the Executive Office for Immigration Review (EOIR), noncitizens are also required to change their address with the court by submitting a Change of Address, Form EOIR-33 with the EOIR.

How to Request a Case Review or Report Information to ICE

ERO is dedicated to providing open lines of communication for individuals, or their representatives, regarding individual immigration cases and to report any issues in custody.

  • Request a Case Review From Your Local ICE Field Office or ERO Senior Reviewing Official. If a noncitizen or their representative believes they should not be subject to enforcement, they are encouraged to first contact their local ERO field office to request a case review. After contacting your local ERO field office, individuals may also initiate the ICE Case Review (ICR) process by emailing the ERO Senior Reviewing Official to request a case review. The ERO Senior Reviewing Official will coordinate all requests received with the local ERO field office to determine what, if any, discretion will be exercised. How to Request Prosecutorial Discretion (PD)

ICE’s OPLA attorneys review cases during the normal course of business to determine whether and how to exercise PD. You are not required to submit a PD request for OPLA to exercise PD in your case.

However, if you would like to submit a request for PD, you (or your legal representative) should visit ICE’s Prosecutorial Discretion page for more information. Any requests for OPLA to exercise PD in your case should be submitted as early in the removal process as possible.

Office of Professional Responsibility (OPR)

Office of the Immigration Detention Ombudsman (OIDO)

The Office of the Immigration Detention Ombudsman (OIDO) is an independent office within the Department of Homeland Security. OIDO is not part of ICE and is not part of U.S. Customs and Border Protection. To request assistance from OIDO, please review their case assistance webpage. Then, access the OIDO Case Intake Form (DHS Form 405).

Members of the public who are concerned about specific issues generally impacting persons throughout the immigration detention system can contact OIDO at OIDOPolicy@hq.dhs.gov.

Office of Civil Rights and Civil Liberties (CRCL)

The Office of Civil Rights and Civil Liberties (CRCL) reviews and investigates civil rights and civil liberties complaints and alleged abuses filed by the public regarding DHS policies and activities.
